Freedom of Information Act
The Illinois Freedom of Information Act states “all persons are entitled to full and complete information regarding the affairs of government and official acts and policies of those who represent them as public officials and public employees consistent with the terms of this Act. Such access is necessary to enable the people to fulfill their duties of discussing public issues fully and freely, making informed political judgments and monitoring government to ensure that it is being conducted in the public interest.”
Library Purpose and Number of Employees
Our purpose is to inspire all community members to discover, learn, and grow through the services and resources available in a welcoming environment. The library employs five full and five part-time staff members.

Library Budget
The total amount of the library operating budget for FY25 is $930,704.63. Funding sources are property and personal property replacement taxes, state and federal grants, fines, charges, and donations.
Library Board
The library is governed by an elected seven-member Board of Trustees. The board meets at 6:30 pm on the fourth Tuesday of each month.

FOIA Procedures
FOIA requests can be delivered in person, by email ([email protected]), mail, and fax. The Freedom of Information officer is Susan Powell. The response time for a FOIA request is 5 business days and 21 days of the request for a commercial purpose.
First 50 pages of letter or legal size black/white copies – free.
After the first 50 pages – .10¢ per page.
Copies in color – actual cost of reproduction.
Certification fee – $1.00 per certificate.
Under FOIA, a requester may ask for records rather than information. The library is only required to look for existing records or documents in response to a FOIA request. The library is not obliged to create new records to comply with a request. The library is neither required to collect information it does not have, nor must the library do research or analyze data for a requester.

Open Meetings Act
Public Act 97–0609 amended the Open Meetings Act [5 ILCS 120], effective 1 January 2012, for employers that participate in the Illinois Municipal Retirement Fund (IMRF). The amendment requires employers to identify those employees with a “total compensation package” equal to or greater than $75,000.00 and $150,000.00. The term “total compensation package” is defined to mean “payment by the employer to the employee for salary, health insurance, a housing allowance, a vehicle allowance, a clothing allowance, bonuses, loans, vacation days granted, and sick days granted.”
